That is the decision.
The proposal doesn’t create it.
It plays out against it.
If that underlying decision is unclear, misaligned, or incomplete, the proposal can’t fix it.
It can only expose it.
That’s why deals stall at this stage.
Not because something went wrong at the end.
But because something was never properly shaped earlier in the process.
The work is not in refining the proposal.
It’s in shaping how the decision is formed while the opportunity is still live.
